What is payroll assistant manager?

A payroll assistant manager has the key responsibility of ensuring that the workforce is paid accurately and on time. 

This Apprenticeship gives you the necessary skills and knowledge to handle various financial tasks, including analysing financial data and managing payroll contexts.

By the end of the Apprenticeship, you will be well-prepared to excel as a skilled professional payroll assistant manager.

  • Managing unpredictability in payroll contexts. Knowing how to analyse the workload and accountabilities to help you plan and prioritise the payroll schedule.
  • Direct and oversee the timely collation of both payroll and benefits data from different departments or external clients.
  • Showing direct responsibility for pay and benefit calculations in complex and broad situations.
  • Deliver quality assurance of a team’s pay and benefit calculations in their remit.
  • Analyse and reconcile the finalised payroll process whilst coordinating any necessary internal/external reporting and disbursements.
  • Oversee operations in your own jurisdiction to ensure these are compliant with all relevant payroll legislations, regulations and codes of governance and professional ethics.
  • Working within a team and applying the best tools and techniques maintain a successful team.
  • Being aware of account current and future developments when analysing and evaluating pay and benefits and reporting systems and procedures and controls.
  • Implementing effective communication strategies in order to provide an efficient and compliance payroll service. Ensuring that all stakeholders are involved, informed and kept engaged when appropriate.
  • Overseeing that processes and payroll delivery environment are improved with the overall intention of maximising efficiency and accuracy.

Entry Requirements

Apprentices without a Level 2 English or Maths will need to achieve this before taking the End-Point Assessment.

For those who have an education, health and care plan or legacy statement, the apprenticeship's English and Maths minimum requirements is Entry Level 3.

A BSL qualification is an alternative for the English qualification for those whose primary language is British Sign Language.

Duration

It is anticipated that candidates will typically complete the apprenticeship within 24 months.

Knowledge:

The below technical knowledge will be understood and applied according to the relevant statutory and regulatory environment.

Business Awareness:

  • Understand the different types of payroll provider/customer models and which stakeholders are involved.
  • Understand the eligibility for the Employment Allowance and the associated information requirements.
  • Have good knowledge of Employer liability for UK taxes like National Insurance, Apprenticeships and Levy, including any implications of sharing with the devolved administrations.
  • Understand the life cycle of the organisation’s payroll and any impacts of business changes.
  • Understand how to identify and manage criminal activity or suspected fraud in the payroll environment.
  • Understand what processes and manual calculations to use and follow when operating complex payrolls like National Insurance Contributions and Income Tax deductions.

Regulation and Compliance:

  • Understand the different UK pensions schemes and tax relief mechanisms and the potential impact they have in the workplace.
  • The principles for recording new starter information, including the implications mistimed payments of Income Tax and National Insurance.
  • Understand the principles for recording statutory requirements for all sickness and parent leave payments.

Systems and Processes:

  • Understand the process for managing the processing of off-payroll workers (IR35 and deemed workers) in the payroll system.
  • Understand techniques used for manually calculating and processing benefits in kind and “payrolling”.
  • Understand the process for managing the processing of off-payroll workers in the payroll system.
  • Understand techniques for delivering process improvements.

Technical Knowledge:

  • Have knowledge and understand of any advances in technology and software and how these may impact the UK-wide payroll function.
  • Understand the different tools and techniques used for analysing and determining complex payroll cases.

Skills:

The skills below will be acquired and demonstrated, through a process of continuous self-improvement, in changing and sometimes pressurised environment.

Analysis:

  • Identify possible risks and opportunities that could be presented by a payroll provider and customer model.
  • Analyse complex payroll cases such as pensions, considering all relevant data and other evidence.
  • Identify and source information required in a complex payroll case to enable accurate calculation.
  • Identify and analyse all payroll legislation, case law pertinent and guidance to complex cases.

Communication:

  • Effectively communicate relevant information such as complex payroll concepts to customers, stakeholders and colleagues through appropriate methods of communication.

Leadership:

  • Have a flexible leadership style that can be adjusted to help achieve results.
  • Coordinate and manage your team’s payroll workload to meet key performance indicators and contractual obligations.

Management:

  • Manage relationships between providers, customers and stakeholders to influence successful payroll outcomes (including delivery, enquiry handling and customer care).

  • Maintain payroll administrative procedures and guidance procedures and guidance that enable the payroll team to deliver technical data.
